Homeowners Membership Meeting – Detailed Minutes Recap
Date: Tuesday, June 17, 2025
Time: 7:00 PM – 8:00 PM
Location: Summerville Church of Christ
Call to Order
President Clay Rogers called the meeting to order at 7:00 PM.
Roll Call – Board Members Present:
Clay Rogers, President
Jimmy Allen, Vice President

Jessie Bradley Ma, Webmaster & Zoom Administrator
Guest Speaker – Sgt. Barrington, Dorchester County Sheriff’s Office
Sgt. Barrington presented a Neighborhood Crime Watch update. Two reports were filed since May: one involved a runaway juvenile, and the other was a burglary with stolen firearms, determined to be an isolated family issue. A traffic enforcement operation is scheduled for the following morning within the neighborhood.
He emphasized summer break increases crime of opportunity, especially theft from unlocked vehicles. Residents were urged to lock their cars and not leave valuables visible. A resident asked about a broken vehicle window believed to be caused by a lawn care machine. Sgt. Barrington had no information on the incident and advised that police reports must list 'Briarwood' to be flagged as part of our community records.

President’s Report – Clay Rogers
President Clay provided a summary of the June bylaw amendment voting results:
Passed: Online Voting, Treasurer Duties Update, Secretary Duties Update• Not
Passed: One-Time Annual Dues Increase, Multi-Year Adjustment Plan
He confirmed the board will be filing the approved changes with Dorchester County promptly.
Treasurer’s Report – Chris Haltiwanger
Treasurer Chris opened questions regarding distributed financials: the May 31, 2025 Balance Sheet and Profit & Loss Statement. There was some member confusion regarding line item descriptions.
Chris explained that any questions members have throughout the month about financial can be directed to our management company, Dorchester Real Estate Services.
The board emphasized DRES’s accountability and value in managing the Association’s financial operations.
Vice President’s Report – Jimmy Allen
Jimmy updated the community on maintenance:
A neighbor donated wood for park bench repairs.
Entrance landscaping has been trimmed.
Slide repairs are pending—board is sourcing a suitable base material for wood chips or sand.
Secretary’s Report – Angela Woodruff
Angela reviewed submitted ARC forms, including repairs to fascia boards, tree removals, driveway work, house painting, and dumpster placement. She reminded members the ARC form is online at www.briarwoodsc.org or available via email request to contact@briarwoodsc.org.
Angela also announced the launch of the official Briarwood Civic Association Facebook page. All residents—regardless of membership dues status—are welcome to join. A resident asked if delinquent members would be removed. The board clarified: no one will be excluded from the community social page. There are rules of engagement to follow and you may get muted due to not following the rules. A reminder was issued: unofficial Facebook pages must cease representing the Association. This was the second formal notice.
Yard of the Month nominations are open through Saturday, June 21. Voting will occur on the official Facebook page. The winner will receive a $50 gift card and a yard sign. A long-standing resident voiced that the gift card was unnecessary and that pride in property should be incentive enough. The board explained the cards were purchased by the prior administration and will be used for this and future events like community bingo.
Open Forum – Member Questions & Comments
A member requested a future discussion on an acceptable dues amount for revote.
Another asked why the Covenants vote failed while the bylaws passed. The board explained:
Bylaws require 2/3 of members present (including proxies/absentees)
Covenants require a majority of all property owners to vote in favor, and quorum was not met
Effective Date of Amendments: Amendments take effect immediately but must be filed by January 10, 2026.
Parking clarification: The board clarified parking on the grass is not a violation of our covenants and restrictions. It was also brought up that it is county law regarding the direction you park your vehicle, not covenants related.
ARC Violation Enforcement: A resident questioned whether roofing work was done without ARC approval. The board clarified that DRES handles enforcement and homeowners may be fined if they fail to submit forms. Complaints should be sent directly to DRES. Another issue was raised regarding unauthorized fence painting, highlighting the need to follow procedures.
