Meeting Minutes

Call to Order 

The meeting was called to order at 7:00 PM

Board Members Present 

  • Clay Rogers, President 

  • Jimmy Allen, Vice President

Guest Speaker 

Guest Speaker Sgt. Cam Abell was unable to attend. Communication had been made in advance, and there were no incidents to report. 

 

Welcome and Acknowledgments 

President Clay Rogers welcomed all attendees and congratulated the elected Board members. He thanked the community for its continued support and recognized community volunteers Sheri Rook, James Johnson, and Jessie Bradley, who were present at the meeting.

Board Structure, Communications, and Community Information 

President Rogers reviewed the 2026 Board of Directors Structure Agreement, community information, and Board goals. 

Covenants & Restrictions / Management 

  • All Covenant and Restriction concerns are to be directed to Dorchester Real Estate Services (DRES)

  • Community inspections are conducted twice per month

Board Communication 

  • Members are asked to contact the Board via contact@briarwoodsc.org

  • Responses are typically provided within 24–48 hours

  • Members wishing to communicate in person may attend membership meetings held on the third Tuesday of January, March, May, July, September, November, and December 2026

Law Enforcement 

  • Non-emergency matters should be directed to the Dorchester County Sheriff’s Office at (843) 832-0300

  • Emergencies should be reported by calling 911

 

Communications and Community Events 

  • Monthly newsletters will be distributed electronically year-round. Members may sign up at www.briarwoodsc.org

  • Meeting minutes will be posted following each meeting. 

  • A Community Yard Sale is planned for Saturday, April 25, 2026

  • If sufficient community interest is received, a 2026 Member Fair in the Park is planned for Saturday, June 13, 2026

  • Dates and updates will be shared via the newsletter, Association website, and the official “BCA Members & Resident” Facebook page

 

Board Goals and Priorities for 2026 

  • Grounds Maintenance Planning 

  • The current contract expires in December 2026

  • The Board will review the scope of duties, obtain bids, and present recommendations to the membership. 

  • Covenants & Restrictions Review 

  • Ballots will be mailed in March 2026, with returns due by March 31, 2026

  • The Board is hopeful to meet quorum to update governing documents to align with current county codes and long-standing member requests. 

  • Bylaw Review & Modernization 

  • Ballots planned for July 2026, with a membership vote at the July meeting. 

  • Topics include two-year officer terms, simplified election cycles, clarification of Board and management company roles, and reduced meeting frequency. 

  • Financial Planning 

  • Pro forma budget review, explanation of operating costs, and a member vote on a proposed dues adjustment. 

  • Member Participation 

  • Attend meetings, review newsletters and minutes, vote on ballots, and volunteer for committees or short-term projects. 

 

Financial Reports 

The December 2025 Profit & Loss Statement and Balance Sheet as of December 31, 2025 were reviewed. 

A community member asked about the irrigation fee. An open forum discussion was held regarding service fees associated with irrigation and water access. 

 

Vice President Report 

Vice President Jimmy Allen reported: 

  • Bush hogging, hedge trimming, and vine removal were completed at the park and along fencing. 

  • Upcoming focus will be trimming bushes at the front entrance. 

  • Requests have been submitted to Dorchester County Public Works for stop sign pavement markings, street-name cross signs, and roadway repairs throughout the community. As roads are county-maintained, the Board will continue submitting requests. 

  • Due to landscaping concerns, increasing funds allocated for grounds maintenance was discussed, potentially requiring a dues increase. 

  • Letters on the park sign have fallen off. Community volunteer Sheri Rook will make the necessary repairs.  

  • The Association cannot trim bushes on private property. Members may contact Vice President Allen to coordinate permitted assistance at the entrance. 

 

Treasurer Report 

The Treasurer’s report was opened for questions. A community member again asked about the irrigation fee and water usage at the park and front entrance. It was explained that the charge may be a service fee. The Board will obtain a copy of the bill to confirm and clarify the exact cost. 

 

Secretary Report 

Secretary Angela Woodruff reminded members that monthly electronic newsletters will be distributed throughout 2026. Members are encouraged to sign up via www.briarwoodsc.org and follow the official “BCA Members & Resident” Facebook page

 

Old Business 

Questions were raised regarding a previously referenced $20,000 balance. It was clarified that this amount represented outstanding fines and late fees, not funds that were spent. 

It was confirmed that: 

  • The prior president resigned on October 5, 2024

  • Fines were halted for the remainder of 2024 and resumed January 1, 2025

  • While Clay Rogers was Interim President, we (Angela Woodruff) met with Sheri and Boyd of Dorchester Real Estate Services and made an executive decision to write off outstanding fines and late fees across the customer balance sheet. 

Vice President Jimmy Allen stated for the record that he paid his dues of $500 in fines and considers the matter resolved. 

President Rogers advised members that concerns regarding Board conduct may be submitted to South Carolina Consumer Affairs, which provides mediation services. 

 

Open Forum 

  • A community member thanked those willing to serve on the Board and committees, acknowledging the challenges of balancing differing needs, including those of senior residents. 

  • A question was raised regarding screening/curtains and signage at a residence. The Board confirmed the resident submitted and received approval through the Architectural Review Committee (ARC), complied with neutral color requirements, and that posted signage is county-compliant and required for specific circumstances. 

  • The Board addressed ongoing complaints regarding an Airbnb on Chessington Circle, confirming such use is not permitted. A formal letter has been issued by management, and communications with the owner and legal counsel are ongoing. 

  • A complaint regarding a motorhome being lived in was discussed. This is not permitted under Association rules or Dorchester County codes. Code Enforcement has been notified and is investigating. 

  • Updates were shared regarding potential additional lighting at the front entrance, pending county response. 

  • New attendees from Bramwell were welcomed. 

Zoom Question 

Question: How can gas lines be brought into the neighborhood? Response: SC&G requires sufficient resident requests to extend service beyond its current endpoint near Glendale Drive. Additional inquiries are needed to proceed.
