Meeting Minutes

7:00 PM - Meeting was called to order by President Clay Rogers.


Roll Call:

Clay Rogers – President 

Angela Woodruff – Secretary

Jessie Ma – Webmaster / Newsletter Volunteer 


Guest Speakers

Sgt. Barrington, Dorchester County Sheriff's Department, Neighborhood Crime Watch 

  • A resident expressed concern after being chastised for photographing a driver running a stop sign and posting it online. Sgt. Barrington confirmed that taking and sharing such photos in public spaces (e.g., on Facebook) is legal. 

  • A request was made for an online resource to review neighborhood crime data. Sgt. Barrington confirmed the department is working on it and will notify the board when it becomes available. 

  • Residents asked about Airbnb regulations. (Secretary Angela Woodruff confirmed that while Dorchester County permits short-term rentals, Briarwood’s Covenants prohibit them.) 


Dorchester County Neighborhood Services (Animal Control and Code Enforcement)  

  • Neighborhood services (animal control and code enforcement) were discussed. There have been no recent reports in Briarwood. Residents were advised to contact Dorchester Paws about stray or feral cats. Feeding stray animals is considered ownership. 

  • A resident reported five cats left behind by a neighbor. Animal Control advised contacting Dorchester Paws and using their trap rental service.

Treasurer's Report


  • Clarification was provided regarding a $450.52 reimbursement for Easter event supplies after the Social & Recreation Committee resigned. Items were turned over to the board and inventoried. Religious and perishable items were purchased by the board members and distributed appropriately. 

  • The Social & Recreation budget has a remaining balance of $857.09. 

  • Going forward, specific budget allocations for each event will be considered and discussed at that time. 

  • A community member encouraged moving on from the reimbursement topic; consensus was reached.


Community Involvement & Communication

  • The board reminded residents that communication channels (email, newsletter, Facebook) are provided and regularly published. 

  • Jessie Bradley Ma (Newsletter/Webmaster) noted that newsletters for the past three months have included contact information for volunteers within the community to reach out through the provided communications. There have been no responses received. 

  • The board stressed the importance of unity on a single official social platform and requested unofficial pages to cease representing the HOA by either changing their private group names or ceasing the pages. Our association has provided a platform for all our association members to participate through our association website.  


Contracts & Infrastructure

  • Landscaping: Q1 Property Management is contracted through December 31, 2026. 

  • DRES Contract: 4-year contract in place from 2025 – 2029. 

  • Email services are more cost-effective than printing/distribution. 

  • Utility expenses related to playground maintenance were explained. Lights and wires were repaired by community volunteers, Mr. John Hartman and Mr. Jimmy Allen


Community Issues & Improvements

  • Bushes at the entrance will be trimmed for safety. Motion approved. 

  • A finance line item for fence installation was discussed. The board approved the expense under a 0% interest, 12-month payment plan. 

  • Yard of the Month: Two nominations received. Volunteers needed to take photos. Maryann Snell our current volunteer is unable to do so.  

  • ARC Forms: Available via the "Resident Resources" tab on the community website. 

  • Motion to post fines and finances on the website received no support. 

  • Playground bench with broken slats will be repaired by a resident. Slide height also noted as a concern; mulch requested to be added. 

  • Residents are encouraged to organize a group for park upgrades independent of the board. Reach community members through our social platform. 


Covenant Enforcement & Saftey

  • Members were reminded that all covenant violation reports must be submitted to Dorchester Real Estate Services. 

  • The board does not conduct in-person enforcement; violations and fines are handled by DRES during twice-monthly drive-throughs. 

  • Clarifications were provided regarding curtain/signage violations and lawn parking—additional clarification will be sought from DRES. 


Email & Communication Clarifications

  • A resident claimed emails were unanswered. The Secretary confirmed both emails in question were answered within hours by a reply to the original email sent. 

  • The board emphasized its goal of transparency and curbing misinformation. 


By-Laws Vote - June 3, 2025

  • A critical vote will be held to: 

    • Update bylaws to reflect outsourcing to DRES (since November 2022) 

    • Enable electronic newsletters and communications 

    • Permit legal online voting per SC law 

    • Adjust officer roles and responsibilities 

    • Approve a long-deferred dues increase 

  • The board acknowledged prior oversight in failing to file updates to the By-Laws and is seeking to correct this. 


Park & Neighborhood Maintenance

  • A sinkhole was reported near Chalcott and Harlesden. Residents were asked to report similar concerns via email to your board at contact@briarwoodsc.org

  • The park sign was updated for $90 by President Rogers as a volunteer service. 

  • Fence installation around the pump station was approved due to safety concerns and is being paid over 12 months at 0% interest.

  • 202 Anstead – Tree, shrubs, roof 

  • 319 Chessington – Driveway, deck, fence, trees 

  • 122 Dunmow – Porch railing 

  • 105 Harlesden – Fence 

  • 205 Chessington – Fence 

  • 102 Marmet – Fence 

  • 103 Chessington – Painted house 


Airbnb & Rental Properties 

  • Members are concerned about possible corporate use of Airbnb’s. Residents were reminded to report violations with proof to DRES.  

 

Real Estate Update 

  • 129 Bramwell – Listed: $300,000 

  • 125 Bramwell – Listed: $338,000 

  • 106 Dunmow – Under contract: $360,000 

  • 101 Winston Cir – Contingent: $335,000 

  • Sold: 423 Chessington (3 bed, 1 bath, 0.49 acre) – $270,000 on March 18, 2025

Vice President Special Election 

  • Nominations: Jimmy Allen, Ben Martin (Zoom), John Lovell 

  • Votes: Jimmy Allen – 16 | Ben Martin – 8 | John Lovell – 3 

  • Result: Jimmy Allen elected Vice President 

  • Clay acknowledged and gave thanks to volunteer efforts by:

    • Kyle Ball (park cleanup) 

    • Jessie Bradley Ma (website) 

    • Angela Woodruff (board support)

Final Comments 

  • Clay reminded residents that your board is working to keep Briarwood safe, legally compliant, and united. He emotionally shared that he has dedicated years to the HOA and asked for continued support in the upcoming vote. 

  • Motion to adjourn was made and seconded.
