Candidates may be nominated during the December meeting and write-in candidates are permitted.


Please note that Mrs. Sheri Rook is nominated for a director position. She was not listed on the originally mailed ballot, but is listed here.


Official 2026 Election Ballot Packet 

Annual Membership Meeting – December 16, 2025, at 7:00 p.m. 

Location: Summerville Church of Christ  


This letter was mailed in late November by DRES to all Briarwood Civic Association Members.


Voting Eligibility 

Per Article V, Section 2 of the Briarwood Civic Association By-Laws: 

  • Each residence lot with recorded payment of dues (paid by homeowner or renter with an approved proxy) is entitled to two (2) votes, one (1) per membership position. 

  • A spouse of a homeowner or proxy-approved renter is automatically deemed a member with equal voting rights when both membership positions are granted. 

  • A homeowner renting their property may designate their renter as proxy for the duration of the lease (or until rescinded in writing). 

  • All absentee ballots and proxies must be received by the Secretary or Treasurer no later than 15 minutes prior to the commencement of the Annual Meeting. 


Important Voting Notice – Paper Ballots Only 

The 2026 election will be conducted exclusively by paper ballot.  

  • If you attend the December 16, 2025, meeting in person, a paper ballot will be issued to you at check-in, and your vote will be cast during the meeting

  • If you are unable to attend, you may complete your paper ballot in advance and submit it: 

By hand delivering it to the Secretary or Treasurer, or 

Secretary, Angela Woodruff 105 Anstead Dr. 

Treasurer, Chris Haltiwanger 100 Marmet Ct. 


By scanning/photographing your completed and signed ballot and emailing it to; 


All absentee and proxy ballots (including emailed) must be received no later than 15 minutes prior to the start of the Annual Meeting. 


No online forms or electronic voting portals will be used for this election; only completed paper ballots will be accepted (whether delivered in personal or by email). 


Instructions to Voters 

  1. Each lot (homeowner) in good standing is entitled to two (2) memberships positions allowing two (2) total ballots/votes per lot (one per membership position).   

  2. Ballots may be cast: 

    1. In person at the Annual Meeting 

    2. By absentee ballot (delivered by hand or emailed) 

    3. By proxy (designated homeowner or renter proxy) 

  3. If submitting by proxy or absentee ballot, the completed, signed ballot packet must be:

Scanned/photographed and emailed to contact@briarwoodsc.org or  

hoa2@dorchestersold.net and received no later than 15 minutes prior to the meeting as noted above.  

  1. Vote for one (1) candidate per Officer position and FOR or AGAINST each candidate for Director positions (up to seven).  

  2. Write-in candidates are permitted.  

  3. In the event of a tie, a runoff will be conducted immediately following the general vote.  


Ballot counting and results 

Counting of the ballots and results will be performed by DRES and reported to the Board of Directors via email notification within 24-48 hours after the meeting.  



Clarification on Voting & Eligilibity

This information was shared via the Official BCA Members & Residents Facebook Group as a follow-up from the November 18, 2025 meeting.


We’ve received clarification from DRES and Simons & Dean on some of the questions that came up at the meeting on 11/18.


Renters are permitted to serve on the board.

  • All elected officers must be members.

  • Tenants are not owners but interestingly the bylaws provide that if a renter gets a proxy from the owner and payment of dues entitles the resident (whether owner or renter) 2 positions of membership and voting rights in the Association.

  • Eligibility for membership is determined on a residence lot basis.

  • Based on the above if a renter is a resident "member" and can vote then it stands to reason that a renter can serve on the board.

All officers and directors must be elected.

  • All board members must be elected by the owners.

  • No one has a "guaranteed" spot on the board.

  • Officers will be elected based on majority and directors will be voted “for or against.”

  • Directors are overseers and do not vote on the board. Their votes carry the same weight as homeowners.
