Meeting Minutes

7:00 PM - Meeting was called to order by President Clay Rogers.

The following printouts were handed to the community residents in attendance:
President's Welcome
President Clay Rogers welcomed the community members in attendance. Due to the January HOA meeting being canceled to weather, Mr. Clay introduced the new board.
Community member wished the board to be formally sworn in for their positions. The BCA Board acknowledged accepting the roles of their positions in December when we were elected.
Overview & Approval of December Meeting Minutes
Mr. Clay introduced Secretary Angela Woodruff to read the minutes from the last meeting December 17, 2024.
A motion was made by a member in attendance to accept the minutes as posted to save time with the readings. The motion was 2nd by another member. A vote was taken by the members in attendance and a majority were in favor to accept the minutes as posted, with 3 members opposing the motion.
Secretary Angela Woodruff advised the minutes of the last meeting held December 17, 2024, are available on the BCA website. Additionally, for anyone present, copies are available for review in person.
Presentation of Reports
Treasurer's Reports
Clay advised, due to the holiday yesterday, we did not receive the treasurer reports until late this afternoon. We have had time to print them to present them to you however as a board, we have not had the opportunity to review them. Questions were opened to the members regarding the reports.
Member questioned the name of the reports, why is it a Profit and Loss and why is it a Balance sheet? It was explained these are the same reports that have been provided to the community at the meetings since the management company has been in possession of the finances.
Member asked what the $2800 cost under office supplies is for. It was explained about the cost of printing, ballots, and envelopes for last year. It was mentioned that as a board we will be having future discussions regarding printing of paper.
No further questions were had regarding the financial reports.
Committee Reports
Mr. Clay mentioned we need volunteers for committees. (Volunteers spoke to the board following the meeting.)
Newsletter has been filled by Mrs. Jessie Ma.
Welcome Committee has been filled by Gail McCampbell.
Recreation/Social has been Dawnisha Brown
10. Member asked why grievance was coming back to the HOA board as an internal position. It was explained that a member asked for grievance to be back to the HOA internally for communications directly to the board at a previous recent meeting. The position title is still listed in the By-Laws of our Association, we are offering it as a volunteer position to be filled. Many areas of the By-laws need to be reviewed and updated.
DRES will still do all ARC forms and all community complaints. We plan to have updated information on our website providing information on processes to be followed. All complaints will go through DRES then funnel back through the board.
A member asked if the board gets notices about the violations issued? Additionally he stated last year he received his first notice of any delinquency from a collection agency. He stated he never received any form of fines or anything from the board and hopes moving forward this till not happen. This community member commented that there should be some other form of communication regarding the violations. He said warning notices should be placed on a door.
Member asked how many times Mr. Boyd from DRES is driving through our community? It was answered that as of February 2025, Mr. Boyd drives through the community twice a month.
Old Business
Update on Official Crime Watch Neighborhood Status
Crime watch signs are being updated sometime in March. Communications have been made with Lt. Carter from Dorchester County Sheriffs and the extra patrol of our community. Crime Watch will be at our next meeting.
2022 Treasurer's Documents Found
Mr. Clay apologized to Mr. Dori Lovell on behalf of the board regarding her found work of 2022. The work done by Mrs. Dori and Mr. Ken Asaro was perfectly executed and completed the year records for 2022.
2025 BCA Budget
Budget is on the website it was approved at the December meeting.
New Business
Architectural Review Committee Reports
ARC forms were approved for members requesting trees removal, fencing, and roofs.
Homes for Sale/Recently Sold
Reviewed houses listed on the market and the recent homes that have sold.
Prior treasurer asked if we were getting a $75 transfer fee when someone purchases a home and transfers the membership. Our association should be collecting a $75 transfer fee per sale. Is Sherry collecting those fees? Mr. Clay stated he will communicate with Mrs. Sherri to get the answer.
Final Ballots for Covenants & Restrictions
Final ballots of Covenants and Restrictions went out on February 1st and the last day to return was on February 14.
Chris delivered all envelopes and ballots to DRES in St. George this morning at 9:30am, where DRES will be doing final counting of the ballots and report back to the board.
Member asked in the event chickens do not pass, what is the board going to do about the residence that got chickens during the months that there was no enforcement. It was explained that the process is the same. You need to file your complaint through DRES. It was confirmed again that the board does not have the right to go in your backyard and the process will be the same. The complaint will be directed through DRES and all notices will follow accordingly. The board will not break any of your Constitutional Rights and there is no law that allows the HOA to go in your back yard. We are not breaking any State or Federal Laws.
Mrs. Anna explained as a board we do not have the right to go into your backyard. We are not going to break the law. The association has the authority to issue warnings and fines. After receiving the notices from DRES, If the problem is not rectified a complaint will be made to Dorchester County Animal Control.
Member stated we have a responsibility to make sure this association can enforce everything that is being changed. We should not be entertaining subjects that cannot be enforced.
Member asked regarding voting proxy’s and is DRES is counting ballots and all proxy’s.
Member said when people do not pay dues, the dues add up and it will be taken within the sale of the home. If you are not in good standing your vote will not be counted.
Member doesn’t believe our C&R ballots should have been sent out until after March 1st. Since members have until March 1 to pay the dues for the year. She mentioned our association should be going off of this years membership not last years membership for voting to change the covenants.
Member questioned the numbers written on the ballots as being wrong. Clarification was provided again. It has been reviewed and was written by the attorney. The attorney wrote all the laws required to follow on the 1st page of the ballots. The last page is written with the numbers required to pass. Voting rights were clarified at the December meeting. Our association operates under a Plural voting system that was put in place in 1975 when our association was set up. The number of lots in the association is 326. A quorum is based on the number of lots. When it comes to voting rights within our association each lot is given 2 memberships. It is the responsibility of the lot owners to keep their memberships current with the association. If the name of the 2nd membership holder changes at any time the lot owner shall notify the association of this change.
Member was very upset. He said the attorney and the interpretation of Mrs. Anna is wrong. This community member along with a few other members then proceeded to leave the meeting.
Questions, Comments, & Suggestions from Members in Attendance
31. There is nothing new to report regarding the pump station and the burned house.
Member mentioned the pavilion light at the park is not working and attention is needed at the park with the electrical box. It was also mentioned that there is continued illegal activity happening at the park and more patrol is needed.
Member confirmed that since she is widowed, she just confirmed that she has rights to 2 votes. She did not know. Another member mentioned being a widow as well and was not aware she was entitled to 2 voters.
Member mentioned wishing to donate the costs to cover the newsletter by people who own businesses within the neighborhood. She volunteered to participate with delivering Newsletters and helping fund the newsletters.
We are encouraging members to sign up on our website to receive electronic communications from our association. It was also mentioned that we will be looking into the cost for adding another bulletin board at the front entrance to post papers and information such as the newsletters and updates for the association members.
Webmaster Jessie mentioned the Community Resource Section of our website could promote neighborhood businesses.
Member asked regarding last year’s follow up with cleaning of the ditches from storms. Mr. Clay confirmed they did not come into the neighborhood as originally stated they were going to. It was asked regarding who is responsible for the trees in the ditches. Dorchester County Department of Public Works, Stormwater is who we call to complain about cleaning the ditches.
Member commented on a neighbor’s bamboo pushing on their fence causing damage.

Member asked if there is anything known regarding the person who ran from the truck the other night after running into the tree. Nobody had anything to report.
